Certainty

Why is it that every year, given identical tax conditions, I get a refund from the United States government and from the City of Mists, but I owe money to the Duchy of West of the Rivers?

    I usually get nothing from Sephireth and its outer realms, or else I owe a dollar or two.

    Also, being from Sephireth, I have a certain bias against the Duchy West of the Rivers, and suspect usury.
